Wisconsin Democrats Push Twin Bills to Regulate Crypto Kiosks Amid Fraud Surge

Wisconsin Democrats are doubling down on efforts to regulate cryptocurrency kiosks, introducing near-identical bills in both legislative chambers within weeks. The proposed measures—Senate Bill 386 and Assembly Bill 384—aim to rein in an industry linked to a 99% spike in fraud complaints and $247 million in reported victim losses last year.

The legislation WOULD force operators to obtain money transmitter licenses, implement strict identity verification, display fraud warnings, and cap fees and transaction amounts. Lawmakers cite Treasury Department data showing a 31% annual increase in losses tied to kiosks commonly found in retail locations.

This regulatory push mirrors growing scrutiny of crypto's physical touchpoints as scams proliferate. While the bills don't target specific cryptocurrencies, their passage could disrupt access points for retail investors across the state.
